Scotland qualified for their fifth consecutiveĀ World Cup in 1990Ā by finishing second in their qualifying group, ahead ofĀ France.Ā Scotland were drawn in a group withĀ Costa Rica, Sweden, and Brazil, but the Scots lost 1–0 to Costa Rica.Ā While they recovered to beat Sweden 2–1 in their second game, they lost to Brazil in their third match 1–0 and were again eliminated after the first round.

By a narrow margin, Scotland qualified for theĀ UEFA European ChampionshipĀ for the first time inĀ 1992.Ā A 1–0 defeat byĀ RomaniaĀ away from home left qualification dependent upon other results, but a 1–1 draw betweenĀ BulgariaĀ and Romania in the final group match saw Scotland squeeze through.Ā Despite playing well in matches against the Netherlands and Germany and a fine win against theĀ CIS, the team was knocked out at the group stage.Ā 

Scotland failed to qualify, however, for theĀ 1994 FIFA World Cup. The team finished fourth in theirĀ qualifying groupĀ behindĀ Italy,Ā SwitzerlandĀ and Portugal. When it became clear that Scotland could not qualify,Ā Andy RoxburghĀ resigned from his position as team manager.
