On 30 July 2018, Mitrović signed for Fulham permanently for an initial fee of £22 million, potentially rising to £27 million. He signed a five-year contract lasting to June 2023. 

On 18 August, he scored the equaliser in an eventual 3–1 loss to Tottenham Hotspur, with a inventive header from a low cross by Sessegnon. Mitrović scored three goals in Fulham's next two matches against Burnley and Brighton & Hove Albion, although it was his handball which resulted in a penalty for the latter side, converted by Glenn Murray.
